Twelve columns: stub, then five "Number of proceedings^1" columns (Total, vs. employers only, vs. unions only, vs. both employers and unions, Board dismissal^2), four "Percentages" columns (same four breakdowns, no Total column), and the two cumulative columns (Number, Percent). The stub has no printed heading, so cell 0 of each heading level is empty. Dash cells: the table prints a short double-hyphen "--" (the standard "not applicable" symbol) in many cells, and these are kept as printed rather than emptied, because the table also uses genuinely blank cells and the distinction is informative. "--" appears in the last four columns of the opening row "Proceedings decided by U.S. Courts of Appeals and other courts" and in the last four columns of the eight rows from "On petitions for contempt" through "Court orders directing compliance without contempt adjudication". Truly blank cells appear in columns 2-8 of that opening row, in the four Percentages columns of the "Proceedings decided by U.S. Supreme Court" row, and in columns 3-10 of all eight Supreme Court detail rows. No footnotes are printed on this crop even though footnote markers 1 ("Number of proceedings") and 2 ("Board dismissal", both occurrences) appear in the column headings; the footnote text presumably falls below the cropped area or on a following page. Percentages are printed inconsistently: "100.0" and other one-decimal values in the Courts of Appeals review/enforcement block, but bare "100", "0" and "95.7"/"4.3" in the contempt and ancillary block. Transcribed as printed. Arithmetic as printed is internally consistent for the Courts of Appeals block (44+6+1+10=61; 48+3+4+3+3=61; 8,050+1,567+607+276+1,607=12,107). In the Supreme Court block the cumulative Number column sums to 259 as printed, but the cumulative Percent entries (59.8, 6.9, 17.8, 7.7, 6.5, 0.4, 0.4, 0.4) sum to 99.9 against a printed total of 100.0 — a rounding artifact, left as printed. Row labels wrapping two printed lines were joined: "Proceedings decided by U.S. Courts of Appeals and other courts", "Court orders denying petition or discontinuing proceedings at CLCB request", "Court orders directing compliance without contempt adjudication", and "Board's request for remand or modification of enforcement order denied". Hyphenated column headings were repaired ("vs. em-ployers" to "vs. employers", "employ-ers" to "employers", "dis-missal" to "dismissal").
