The stub heading "Type of election" spans all three heading levels. Dash fillers: throughout the "Rerun required" / "Runoff required" sub-rows (and in a few other cells), the printed cell content is a short double-hyphen dash "--" used as a not-applicable filler rather than a number. Per the dash-rule convention these are transcribed as "". The only numeric entries on those sub-rows are in each panel's "Resulting in a rerun or runoff" column. Note that the "--" pattern is not uniform: under Board–directed and Expedited–Sec. 8(b)(7)(C), the RC and RD panels print "--" even in the "Resulting in a rerun or runoff" column (where other blocks print 0), and the RM panel prints "--" there for Board–directed but 0 for Expedited; all of these became "" or "0" accordingly, exactly as printed. Row labels use an en-dash in "Regional Director–directed", "Board–directed" and "Expedited–Sec. 8(b)(7)(C)", transcribed as printed. Footnote marker: the caption carries a raised 1 ("Fiscal Year 2009^1"), but the caption is excluded per instructions and no footnote text is printed within this crop — the footnote body is presumably below the cropped area. The table body appears complete (rule closes beneath the final "Runoff required" row). Internal check (not applied to cells): the All R column totals are consistent across panels — e.g. Total elections 1,395 + 17 + 279 = 1,691; certifications 1,320 + 17 + 269 = 1,606; and the type-of-election rows 45 + 1,440 + 205 + 0 + 1 = 1,691.
