The caption carried footnote marker 1, which is not reproduced here per instructions; footnote 1 is still listed. All cells are crisply printed and legible. The column sums check out against the printed totals in every panel (e.g. All R: 307+2,074+47+176+86 = 2,690), and the percent columns each sum to 100.0 within rounding, so no misprints are suspected. The apostrophe in "Regional Director's decision" is a typographic right single quote in the original.
