The caption carries footnote marker 1 and the spanner heading carries marker 2; both are recorded (the caption itself is omitted per instructions, so marker 1 appears only in the footnote list). Several rows do not add across as printed, transcribed exactly as shown: "Hearings completed" 30 vs AC 0 + UC 27; "Decisions issued after hearing" 43 vs 4 + 35 = 39; "By Regional Directors" 42 vs 4 + 34 = 38; "Board action on requests ruled upon, total" 23 vs 0 + 8; "Denied" 23 vs 0 + 8.
