"Total" is a tall single heading spanning both header levels, so it is repeated in both. Cells printed with a short double-hyphen "--" (meaning not applicable: union columns in the RM panel, the Employers column in the RC and RD panels) are transcribed as printed "--" rather than blanked, since they are a distinct printed mark and not a leader-dot or dash-rule filler. The three centered panel captions "RC Cases", "RM Cases" and "RD Cases" are section lines spanning the data columns; they are given as stub labels with empty value cells. The caption carries a superscript footnote marker 1 ("Fiscal Year 2009^1"), but the caption is excluded per instructions and no footnote text is printed on this crop. The crop ends with a rule just below the RD Cases block, so the remainder of Table 1B (further case types and the footnote text) is presumably continued beyond this image. All printed values are internally consistent (row components sum to the Total column, and pending + received = on docket = closed + pending at year end in each panel); nothing appears misprinted.
