p. 21. The crop shows no column headings, so header_rows is empty. The table is a single stub column plus one value column; the figures are set at ragged right-hand positions (390 and 256 sit furthest right, the indented sub-items a little further left), but they all belong to the one value column, so they are placed there. "Total Board decisions 390" and "Contested decisions 256" are printed in bold and underlined; no footnote markers are attached. Row labels are printed at two or three indent levels, which is not represented in the grid: "Initial (includes those based on stipulated record)", "Supplemental", "Backpay" and "Determinations in jurisdictional disputes" are sub-items of "Unfair labor practice decisions", and "After transfer by Regional Directors for initial decision" is a sub-item of "Representation decisions". The labels "Initial (includes those based on stipulated record)" and "After transfer by Regional Directors for initial decision" each wrap onto two printed lines and have been joined. The crop is cut off at the bottom: the last visible row is "After transfer by Regional Directors for initial decision ... 2", and the table almost certainly continues (the visible components of "Contested decisions", 195 + 58 = 253, fall short of the printed 256, so at least one further category lies below the crop). All figures transcribed as printed; nothing computed or corrected.

This crop is the continuation of an indented, leader-dot summary listing (Board decisions issued) carried over from the preceding page: no column headings are printed on this image, and the opening rows of the listing (the grand total and the higher-level categories above "After review of Regional Director decisions") are cut off above the crop. The listing is not ruled, so the columns were inferred from the horizontal alignment of the values and from the breaks in the leader dots: three value columns are present, the innermost holding 7, 49, 1, 0, 2, 63, 71, 0 (right edges aligned), a second column one step to the right holding only 3 (on "Other decisions", whose leaders break once before the figure), and a third, rightmost column holding only 134 (on "Noncontested decisions", whose leaders break twice). The 134 is printed in bold and underlined in the original, marking it as a subtotal; the typographic emphasis is not reproducible in the cell. Row-label indentation also encodes hierarchy: "Other decisions" and "Noncontested decisions" are set at a shallower indent than the eight rows around them, which are their (or an earlier parent's) subordinate items. All ten figures are crisply printed and legible; no footnote markers or footnotes appear on this crop.
