Twelve columns: stub, then the five \"Number of proceedings\" columns and four \"Percentages\" columns under the \"Fiscal Year 2008\" spanner, then \"Number\" and \"Percent\" under \"July 5, 1936 to Sept. 30, 2008\". The stub column carries no printed heading, so cell 0 of each heading level is empty. The \"July 5, 1936 to Sept. 30, 2008\" heading spans the top two heading levels and is repeated in both. The first body row, \"Proceedings decided by U.S. Courts of Appeals and other courts\", is a section line whose first seven value cells are blank; it does carry printed \"--\" marks in the last four columns (Percentages: vs. both employers and unions; Percentages: Board dismissal; Number; Percent), which are transcribed as printed. Throughout the table the \"vs. both employers and unions\" percentage column holds \"--\" in every body row; the dashes were assigned to columns by their horizontal position against the column rules.
