At the bottom, the crop ends after Iowa and Kansas, which begin a division section (West North Central) whose remaining states and division-total line fall on the next page; those two rows therefore have no section total on this image. The stub heading carries a raised footnote marker, transcribed as "Division and State^1", but no footnote text is printed under the table on this crop, so `footnotes` is empty. Arithmetic cross-checks pass everywhere they can be made within the crop: for every state row, AFL–CIO + other national + other local equals the union-votes total, and union votes + votes for no union equals total valid votes cast. The Pacific and South Atlantic division lines reconcile exactly with the sum of their printed member states in all 14 numeric columns, which confirms the column assignments and the small/zero-heavy rows (American Samoa, Federated States of Micronesia, Marshall Islands, Northern Mariana Islands, Palau all print 0 in every column; Guam prints 1, 1, 1, 0, 0, 0, 2, 2, 2, 2, 0, 0, 0, 2). Delaware's last column (74 eligible employees in units choosing representation, against 501 eligible to vote) looks low but is confirmed by the South Atlantic column total of 9,873. No illegible or doubtful cells; no apparent misprints. "AFL–CIO" is set with an en dash in the headings and is transcribed that way.
