Dash cells: every cell rendered as "" in this grid is printed in the image as a short dash rule ("--"), the report's not-applicable mark; there are no genuinely blank body cells. Printed zeros are kept as "0", so the "--" vs "0" distinction is still recoverable — note in particular that in the "Board–directed" and "Expedited–Sec. 8(b)(7)(C)" blocks the "Rerun required" and "Runoff required" lines print "0" in the All R "Resulting in a rerun or runoff" column while the RC, RM and RD panels print "--" in that same column. The "Rerun required" / "Runoff required" lines are indented sub-lines of the block above them; their labels are transcribed as printed, without the indent. The caption carries a superscript 1 footnote marker, but no footnote text is printed within this crop (the table body runs to the bottom edge); the footnote presumably appears below the cropped area, so `footnotes` is empty.
