Reader’s notes

p. 181. 12 columns: stub, then five "Number of proceedings" columns, four "Percentages" columns, and the two cumulative columns. The stub column carries no printed heading at any level. Footnote markers 1 (on "Number of proceedings"), 2 (on both "Board dismissal" headings) and 3 (on "Proceedings decided by U.S. Supreme Court") are printed, but the footnote texts themselves fall below the crop — only the top of the first marker is visible at the bottom-left edge — so `footnotes` is empty. Many cells are filled with a short double-dash placeholder ("--") meaning no figure; following the dash-rule convention these are transcribed as empty cells. They occur in the two right-hand percentage columns of the first row; in the "vs. both employers and unions" percentage column of every row from "On proceedings for review and/or enforcement" through "Court orders directing compliance without contempt adjudication"; in the "Board dismissal" percentage column and both cumulative columns of the rows "Proceedings decided by U.S. courts of appeals and other courts", "On petitions for contempt", "Ancillary proceedings...", "Total Court Orders" and its four sub-rows; and in all four percentage columns of the Supreme Court block. Two doubtful cells, both in the right-hand "Percent" column: "Board orders affirmed in full" (first occurrence, review/enforcement block) reads 663 and "Board orders affirmed with modification" reads 130, with no decimal point visible, while every neighbouring value in that column (5.0, 2.3, 13.4, 100.0) shows one. Against the cumulative Number column (7,944 and 1,560 of 11,974) these should be 66.3 and 13.0, so they look like dropped decimal points in the printing; they are transcribed exactly as they appear. The top-right spanner reads "July 5, 1936 Sept. 30, 2007" over two lines; a dash or en-dash between "1936" and "Sept." would be expected but none is legible, so the heading is given without one. Row indentation (section rows versus sub-rows) is not representable in the grid; the two blocks are headed by "Proceedings decided by U.S. courts of appeals and other courts" and "Proceedings decided by U.S. Supreme Court^3". Both "Board orders affirmed in full", "Board orders affirmed with modification", "Board orders set aside" and "Remanded to the Board" appear twice, once in each block.
