Dash placeholders: throughout the "Rerun required" / "Runoff required" sub-rows (and in a few other cells) the source prints a short double-hyphen dash rule "--" to mean "not applicable". Following the rule that a dash rule is an empty cell, every such cell is transcribed as "". The distinction between a printed "--" and a genuinely blank cell is therefore not preserved; in this table no sub-row cell was blank — each one carried either a "--" or a digit. Note that in the Board-directed sub-rows the RC, RM and RD panels show "--" in the rerun/runoff column (not 0), whereas the All R panel shows a printed 0 there; that printed 0 is retained. Footnote text is set in small type at the very bottom edge of the crop and is partially clipped by the bottom trim, so a few words are reconstructed from context; "certifications" (plural) and the exact wording of the clause "which are included in the totals in Table 11" are the least certain parts. The superscript 1 that attaches to it appears on the caption line, which is excluded per instructions. The dash in "Regional Director-directed", "Board-directed" and "Expedited-Sec. 8(b)(7)(C)" is set as a slightly long hyphen/en-dash in the scan; transcribed as a plain hyphen. Arithmetic cross-checks all pass as printed: in every one of the 16 numeric columns the five election-type rows (Consent, Stipulated, Regional Director-directed, Board-directed, Expedited) sum to the "All representation elections" line, the RC+RM+RD panels sum to the All R panel cell by cell, and each "Resulting in a rerun or runoff" figure equals its Rerun required plus Runoff required sub-rows.
