The stub heading "Method and stage of disposition" spans both heading levels and is repeated in each. "After:" is a section line carrying a label and no values; the rows under it (Consent election, Stipulated election, Expedited election, Regional Director-directed election, Board-directed election) and their indented sub-rows are all part of the "Certification issued, total" block. Indentation levels are not preserved in the grid; labels are transcribed as printed and several sub-labels ("Before notice of hearing", "After notice of hearing, before hearing closed", "After hearing closed, before decision") repeat under different parent rows. The label "After Regional Director's decision and direction of election" wraps onto two printed lines (with its figures printed on the second line) and is joined into one row here. Apostrophes in "Director's" are typographic in the original. No doubtful or illegible cells. All printed column and block totals are internally consistent (e.g. 1,851 + 1,299 + 126 = 3,276 for All R cases; each block's parts sum to its total), so no misprints are suspected. The footnote marker 1 in the table title is on the caption, which is excluded per instructions.
