The footnote marker 1 is attached to the caption year (excluded per instructions); marker 2 is attached to the row label "After issuance of Board decision". Arithmetic as printed is internally consistent (All R = RC + RM + RD in every row, and each column's five stage rows sum to its printed total); the UD percent column sums to 100.1, which is ordinary rounding, not a misprint. The apostrophe in "Regional Director's decision" is printed as a typographic right single quote.
