The stub heading carries a superscript footnote marker 1, transcribed as "Division and State^1", but no footnote text is printed within the crop, so `footnotes` is empty — the note presumably appears at the foot of the continued table. Rows named after a group of states (East North Central, East South Central, Island Areas, Middle Atlantic) are indented division-subtotal lines set off by rules; the indentation is not reproduced in the labels. The last heading is printed as "Eligible employ-ees in units choos-ing rep-resentatio n", with the final "n" dropped to its own line; joined and de-hyphenated to "Eligible employees in units choosing representation". Digit-grouping commas are printed inconsistently in the source and are transcribed as printed: the "Number of employees eligible to vote" and "Eligible employees in units choosing representation" columns print four-digit values without commas (e.g. 2897, 5871, 1823, 4566, 2652, 4236, 1734), while "Total valid votes cast" and the vote columns use them (2,439; 4,873; 1,192). All internal arithmetic reconciles: every division subtotal equals the sum of its member states in all 14 numeric columns, the union sub-columns sum to their "Total", and union total plus "Total votes for no union" equals "Total valid votes cast" in every row. No misprints detected.

The crop is a continuation page: the table begins above and runs on below (the last visible row, Maryland, is cut by the bottom edge of the crop, and the South Atlantic group it belongs to is incomplete). No footnote text is printed on this image, so the superscript 1 on the stub heading "Division and State" is left unresolved here. Row grouping anomaly, transcribed exactly as printed: the heavy group rule falls between "Utah" and "Wyoming", so Wyoming is printed inside the block of rows that ends with the indented "New England" subtotal, and no "Mountain" subtotal row appears. The visible rows of that block do not add to the printed New England subtotal (e.g. total elections 2+2+5+0+1+1 = 11 vs printed 12; AFL-CIO votes 10+6+639 = 655 exceeds the printed 645). The residuals are consistent with a "Connecticut" row (and a "Mountain" subtotal) that are not present on this image rather than with Wyoming belonging to New England; nothing was reconstructed. Rows are given exactly in the printed order and count (25 body rows). Digit grouping is inconsistent in the original and is reproduced as printed: "Number of employees eligible to vote" and "Eligible employees in units choosing representation" print four-digit values without commas (1726, 2304, 6524, 8362, 1148, 1374, 4771, 5834), while "Total valid votes cast" and the vote columns use commas (1,559, 2,090, 6,070, 7,528, 1,264). No cell was illegible.

Continuation page of Table 15C, so the table begins mid-list: the divisions at the top (North Carolina through the South Atlantic subtotal) are the tail of a block whose earlier States are on the preceding page, and no footnote text is printed on this crop even though the stub heading carries marker 1 (the footnote text is presumably on the first page of the table). A faint ink mark sits in the bottom-left margin below the final rule; it is not legible and may be a stray speck rather than a footnote. Column rules give 15 columns; the two spanner headings ("Number of elections in which representation rights were won by unions" and "Valid votes cast for unions") each cover four columns and are repeated accordingly. Printing of digit-grouping commas is inconsistent in the source and is transcribed as printed: the "Number of employees eligible to vote" column has no commas on the subtotal/total rows (2979, 1369, 27625) while the adjacent "Total valid votes cast" column does (2,584, 1,181, 23,843), and the last column likewise prints 1030 and 14940 without commas. All internal arithmetic checks (component columns summing to their "Total" columns, union votes plus no-union votes equalling total valid votes, and State rows summing to each division subtotal) are consistent as transcribed; no misprints detected.
