p. 147. Grid is 17 columns: the stub plus four four-column panels (All R, RC, RM, RD elections), each panel's four columns being Total elections / Withdrawn or dismissed before certification / Resulting in a rerun or runoff / Resulting in certification, all under a shared \"Elections conducted\" band. The four panels share one stub column, so this is a single panel set, not side-by-side panels.\n\nMany cells of the indented \"Rerun required\" and \"Runoff required\" lines are printed as a double-dash placeholder (--) meaning not applicable; following the dash-rule convention these are transcribed as empty cells. Only the \"Resulting in a rerun or runoff\" columns carry values on those lines (plus the RM panel, which prints 0 in that column for the first four blocks).\n\nDoubtful cells: on the two Board–directed sub-lines (\"Rerun required\" and \"Runoff required\"), the All R \"Resulting in a rerun or runoff\" column prints 0 while the corresponding RC, RM and RD rerun/runoff columns appear to print the dash placeholder rather than 0. This differs from the Expedited–Sec. 8(b)(7)(C) sub-lines, where the RC rerun column prints 0 and only RM and RD are dashes, and from the earlier blocks, where RM prints 0.
