p. 144. Eleven columns: stub plus a Number/Percent pair for each of All R, RC, RM, RD and UD cases. The single footnote line at the foot of the crop ("1 See Glossary of terms for definitions") is clipped by the bottom edge of the image — the descenders are cut and any terminal period is not visible, so it is transcribed without one. The footnote marker ^1 on this table belongs to the caption ("...Fiscal Year 2006^1"), which is excluded per instructions; no row label, heading or value carries a marker. "After:" is a section line with a label and no values. The two "After Regional Director's decision and direction of election" / "By Regional Director's decision" labels are printed with a typographic apostrophe; a plain ASCII apostrophe is used here. The first of those wraps onto two printed lines ("...direction of / election") and is joined into one row. All internal arithmetic is consistent as transcribed: in every column the three method totals (certification issued, by withdrawal, by dismissal) sum to "Total, all"; the five election types sum to "Certification issued, total"; each stage breakdown sums to its parent; and RC + RM + RD equals All R in every row.
