p. 26. The crop shows only two printed lines of a larger table; no column headings, caption, or footnotes are visible, so header_rows is empty. The grid has two columns: the row label stub and a single value column. Both values (705 and 489) are printed in bold with an underline, which appears to be emphasis/total styling rather than a footnote marker. The crop is cut off above and below, so rows preceding and following these two are not shown. Both digits are clearly legible.

p. 27. The crop shows no column headings — it continues a table (a breakdown of Board decisions issued) from the preceding page, so header_rows is empty. The body is a stub plus two numeric columns at different horizontal positions: an inner column holding the indented subcategory figures (267, 37, 13, 7, 2, 49, 98, 13, 0, 3, 123, 92, 1), right-aligned roughly 50-60 px left of the outer column holding the category figures (324, 149, 16, 216). Cell assignment is inferred from that alignment, since no column rules are printed. The "2" against "After transfer by Regional Directors for initial decision" is the one subcategory figure printed without leader dots and sits slightly left of the other inner-column values; I have placed it in the inner column. The subcategory figures sum exactly to each category figure (267+37+13+7=324; 2+49+98=149; 13+0+3=16; 123+92+1=216), which supports the column assignment. The 216 against "Noncontested decisions" is printed in bold and underlined; that is typography only and no footnote marker is attached. The label "Initial (includes those based on stipulated record)" wraps across two printed lines with the first line flush left and the continuation indented; it is one row. No footnotes appear beneath the crop, and the crop ends immediately after the "Other ... 1" line, so any further rows or notes on the page are cut off.
