The table is set as an indented list with two distinct numeric columns, which I have transcribed as columns 1 and 2 of the grid: column 2 (rightmost) holds the category totals that are printed further right (348, 155, 5, 261), and column 1 holds the sub-item values printed in the inner, left-of-that position (311, 21, 8, 8, 1, 39, 115, 3, 0, 2, 137, 123, 1). "Initial (includes those based on stipulated record)" wraps across two printed lines at different indents and is one row; likewise "Determinations in jurisdictional disputes", "After transfer by Regional Directors for initial decision", and "After review of Regional Director decisions". The value 261 on the "Noncontested decisions" line is printed in bold and underlined; the emphasis is not reproduced in the cell.
