The roman numerals I. and II. are set in a separate hanging indent position at the far left of the stub, and the A./B./C., 1.-8. and a./b. levels in successively deeper indents; all of them are part of the stub label and have been kept with their row text. Section and sub-section lines that carry no figure (e.g. "I. Unfair Labor Practice Cases:", "A. Major Stages Completed—", "6. Filing of petition to—") have an empty value cell. Row II.C ("Age of cases pending Regional Director's decision, September 30, 2004") does carry a value, 135, unlike the other C-level lines. The superscript 1 on "4. Close of pre-election hearing to Board's decision issued" is the footnote marker. The page uses curly apostrophes in "judge's", "Director's" and "Board's" (one instance, section I.B, is set with a straight apostrophe); all are transcribed with a plain apostrophe.
