The three tall single headings and the stub heading span both heading levels and are repeated in each. The caption marks this as "Page 1 of 3"; the table continues on the following pages. The final division section (New England) is cut by the page break after Connecticut and Maine, so it has no subtotal row on this crop. Headings were set with end-of-line hyphenation ("elec-tions", "em-ployees", "rep-resenta-tive", "employ-ees ... choos-ing rep-resentati on"); these were rejoined into single words. "AFL-CIO" is printed with a dash between AFL and CIO. Digit-grouping commas are inconsistent in the original: four-digit figures in the "Number of employees eligible to vote" and "Eligible employees ..." columns are printed without commas (e.g. 1596, 3178, 6323, 2277, 4175, 1188, 1860, 1833, 1209), while the vote columns use them; transcribed as printed. All column totals for the four division subtotal rows (East North Central, East South Central, Middle Atlantic, Mountain) add up correctly against their member states, so no misprints are suspected.

Crop is "Page 2 of 3" of Table 15C, so the table is continued on both sides: the New England division subtotal row covers states (Connecticut, Maine) printed on the preceding page, and the final division block beginning with Delaware is cut off after Maryland and continues on the next page. No illegible cells. Division subtotal rows (New England, Outlying Areas, Pacific) are printed indented and set off by rules; they are transcribed with their printed wording. Digit-grouping commas are reproduced exactly as printed, which is inconsistent in the source: thousands values in the "Number of employees eligible to vote" and "Eligible employees in units choosing representation" columns are printed without commas (1001, 6378, 8551, 2059, 2756), while the adjacent "Total valid votes cast", "Valid votes cast for unions" and "Total votes for no union" columns use them (5,352, 7,220, 2,133, 1,823, 2,636, 3,219, 4,250). Possible data inconsistency in the source (transcribed as printed): the New England subtotal shows 11 elections won by unions with a breakdown of 10 AFL-CIO / 1 other national, but the four New England state rows on this page total only 7 (5 + 0 + 2 + 0) with no "other national" wins; the difference presumably comes from the Connecticut/Maine rows on page 1. The Pacific subtotal is internally consistent with its state rows in every column. The AFL-CIO headings are printed with an en dash ("AFL–CIO"); they are transcribed with a plain hyphen. The last column heading is printed broken across lines as "Eligible employ-ees in units choos-ing representati on" and has been joined to "Eligible employees in units choosing representation".

The stub heading carries a raised footnote marker ("Division and State^1"), but no footnote text is printed under the table on this crop; the note presumably appears on an earlier page of the table (the caption reads "Page 3 of 3"). This is the final page of a table continued from preceding pages. The "South Atlantic" division total (35 elections) covers states listed on the earlier page as well as the four shown here, so it is much larger than the four printed state rows sum to; that is expected, not a misprint. "West North Central" and "West South Central" divisions are complete on this page and their subtotals do reconcile with the state rows above them. Digit-grouping commas are used inconsistently in the original and are transcribed as printed. In particular, the "Number of employees eligible to vote" column prints four-and five-digit figures without commas (2204, 1625, 2214, 28664), as does "Eligible employees in units choosing representation" (1188, 1493, 14458) and the South Atlantic entry in "Total valid votes cast" (1881), while neighbouring values in the same columns do use commas (1,481; 2,046; 25,049; 1,284; 1,011; 13,092). Internal arithmetic checks pass throughout: in every row the union-vote total plus "Total votes for no union" equals "Total valid votes cast", the four union sub-columns sum to their "Total", and "Total elections" equals elections won plus elections with no representative. The grand total row also reconciles (423 = 147 + 276; 147 = 133 + 8 + 6; 11,957 = 11,002 + 697 + 258; 11,957 + 13,092 = 25,049). The AFL–CIO headings are printed with an en dash, transcribed as such. No cells were illegible.
