Local" and the section headings A/B are on the earlier page. The caption carries a raised footnote marker 1, but no footnote text is printed under the table on this page, so `footnotes` is empty. Twelve printed columns (stub plus eleven). Many cells hold a short double-dash rule ("--") rather than a figure; per the instructions these are transcribed as empty strings.
