These are repeated column headings over the same rows, not side-by-side panels with their own stubs, so all 16 value columns stay on one line per row. Many cells print a double-hyphen "--" (not applicable) rather than a number; following the rule that a dash rule is an empty cell, every such cell is transcribed as "". The distinction that matters is preserved: within the "Rerun required" / "Runoff required" lines only the "Resulting in a rerun or runoff" column (and, in a few panels, nothing at all) carries a printed figure. Specifically, printed zeros versus "--" in those lines: Consent rerun/runoff print 0 in All R and RC only; Board–directed rerun/runoff print 0 in All R only; Expedited rerun/runoff print 0 in All R and RM only. The footnote marker is a superscript 1 on "certification" in the All R elections panel only ("Resulting in certification^1"); the other three panels' matching heading is unmarked. Row labels use en-dashes as printed: "Regional Director–directed", "Board–directed", "Expedited–Sec. 8(b)(7)(C)". The footnote line sits at the very bottom edge of the crop and its lower half of the letterforms is clipped, but the wording is legible and transcribed in full; note it reads "excludes election held in UD cases" (singular "election") as printed, which appears to be a typesetting slip for "elections". All internal arithmetic checks out as printed: RC+RM+RD equals the All R figure in all four columns of every detail row, the five type-of-election rows sum to the "All representation elections" row in all 16 columns, and rerun+runoff equals the "Resulting in a rerun or runoff" figure in each panel and section. No suspected digit errors.
