  1. 1 A single case may include allegations of violations of more than one subsection of the Act. Therefore, the total of the various allegations is greater than the total number of cases.

0 of 71 figures sit in a row or column sum that works out.

Reader’s notes

p. 135. Three columns: stub, "Number of cases showing specific allegations", "Percent of total cases". The stub has no printed heading, so its heading cell is "". The crop is cut off at the bottom: the table continues past the last transcribed row, 8(b)(1)(2) (491 / 7.0), presumably with further 8(b) combination rows and a 8(b) recapitulation on the continuation. The caption line at the very top ("Table 2. Types of Unfair Labor Practices Alleged, Fiscal Year 2003") is clipped by the crop and is excluded per instructions. "Recapitulation" (the centered section line between the 8(a) detail rows and the 8(a)(1)-8(a)(5) summary rows) carries a superscript 1 footnote marker, transcribed as "Recapitulation^1". No footnote text is printed within this crop, so `footnotes` is empty; the text of footnote 1 presumably appears at the foot of the table on the continuation page. "A. Charges filed against employers under Sec. 8(a)", "Recapitulation^1" and "B. Charges filed against unions under Sec. 8(b)" are centered section lines spanning the full table width and carry no values. Values printed as a bare "0" in the percent column (8(a)(1)(2)(4), 8(a)(1)(2)(3)(4), 8(a)(1)(2)(4)(5), 8(a)(1)(2)(3)(4)(5), 8(b)(5)) are transcribed as "0" exactly as printed, not "0.0". Nothing is illegible; all digits are crisply printed and the two value columns are separated by clear vertical rules, so column assignment is unambiguous. No arithmetic was checked or corrected.

p. 136. This is a continuation page ("—Continued" caption), so no column headings are printed; header_rows is therefore empty. The grid has three columns: the stub, a count column, and a percent column (unlabelled here). Three centred full-width section lines carry a label and no values and are transcribed as label-only rows: "Recapitulation^1" (after the 8(b) combination rows), "B1. Analysis of 8(b)(4)", and a second "Recapitulation^1" (after the 8(b)(4) combination rows). Each "Recapitulation" bears a raised 1 footnote marker, recorded as ^1; the text of footnote 1 is not printed on this crop (it presumably appears on the table's first page or at the table's end), so footnotes is empty. Four percent cells print a bare "0" rather than "0.0" — rows 8(b)(1)(5), 8(b)(1)(6), 8(b)(2)(3) and 8(b)(1)(2)(3)(6); transcribed exactly as printed. Two internal inconsistencies are transcribed as printed, not corrected: (a) the first Recapitulation gives 8(b)(4) = 687, while the B1 panel below gives "Total cases 8(b)(4)" = 650, the base used for the B1 percentages; (b) in the second Recapitulation, 8(b)(4)(D) = 186 with 28.6 percent repeats the same values as the 8(b)(4)(D) line in the B1 panel above, even though the other three recapitulation entries exceed their B1 counterparts. All cells are clearly legible; no part of the table appears cut off by the crop other than the missing footnote text.

p. 137. This is a continuation page ("—Continued"), so no column headings are printed; header_rows is empty. The table has three columns: the stub, a count column, and a percent column. The full-width section lines ("B2. Analysis of 8(b)(7)", "Recapitulation^1", "C. Charges filed under Sec. 8(e)", "D. Charges filed Sec. 8(g)") carry labels only and are transcribed with empty value cells. "Recapitulation" carries a raised 1 footnote marker. Section D shows only its "Total cases 8(g)" row before the footnote rule; it has no further breakdown on this page. All cells are crisp and legible; no doubtful digits.
