0 of 18 figures sit in a row or column sum that works out.
p. 26. The crop shows no printed column headings, so header_rows is empty. The table is a typeset indented breakdown rather than a ruled grid; I read three value columns from the horizontal positions of the figures: column 1 holds the innermost detail figures (right-aligned around the middle of the page, e.g. 336, 21, 11, 16, 2, 32, 134, 1, 0, 2, 171, 136, 3), column 2 holds the mid-level subtotals set further right (384, 168, 3), and column 3 holds the outermost totals set at the far right margin (865, 555, 310). The three far-right figures are printed in bold and underlined; that is formatting only and is not reflected in the cells. The lead-in line "A breakdown of Board decisions follows:" at the top of the crop is the introductory/caption line for the list and has been left out per the instructions; it carries no values. Typesetting oddity: the label for the 336 row is broken across two printed lines, with "Initial (includes those based on" set flush to the far left margin (further left than any other label, directly under "Unfair labor practice decisions") and "stipulated record)" set at the normal detail indent on the next line. I have joined these into the single row label "Initial (includes those based on stipulated record)" with value 336, which is also what the arithmetic supports. Two rows are labelled "Other" / "Other decisions" and two "Representation" / "Representation decisions" at different levels; both pairs are transcribed as printed and are distinguished by which column their value sits in. All printed figures are internally consistent, which corroborates the column assignments: 336+21+11+16 = 384; 2+32+134 = 168; 1+0+2 = 3; 384+168+3 = 555; 171+136+3 = 310; 555+310 = 865. No misprints detected. The crop ends immediately below the final "Other ... 3" line, so it is possible that further lines of the page were cut off, though the breakdown appears complete as transcribed.
