p. 144. The crop is cut off at the bottom: it ends immediately after the "1,000 to 1,999" row, so the remaining size classes of panel "A. Certification elections (RC and RM)" and any further panel (e.g. a "B." section) are not shown. The caption carries a superscript 1, but no footnote text appears on this crop, so `footnotes` is empty. In the "Total RC and RM elections" row, the "Cumulative percent of total" cell is printed as a short double dash ("--"); it is transcribed as an empty cell per the dash-rule convention. "A. Certification elections (RC and RM)" is a section line printed centered across the data columns (not in the stub); it is recorded in the stub cell with empty value cells. The heading "Elections in which no representative was chosen" is a tall heading spanning the top two heading levels over its two columns, and the stub heading plus the four single columns ("Number eligible to vote", "Total elections", "Percent of total", "Cumulative percent of total") span all three heading levels; each is repeated in every level it spans. Figures below 10,000 in the "Number eligible to vote" column are printed without a grouping comma (e.g. 4667, 7610) while the five-digit and larger ones use commas (12,975; 175,144); this is as printed. No doubtful or illegible cells were encountered.

The crop is a continuation page: the first three rows (2,000 to 2,999; 3,000 to 9,999; Over 9,999) are the tail of section A, carried over from the previous page, and the section heading for A is not on this image. "Total RD elections", column "Cumulative percent of total": the cell prints a short double dash ("--"), used here as a not-applicable mark; per the convention for dash rules it is transcribed as an empty cell. The sole footnote line is clipped by the bottom edge of the crop — only the upper half of the letterforms is visible. It reads as "See Glossary of terms for definitions"; the wording after "See Gl" and the final punctuation are inferred from the visible ascenders and from the standard wording of this footnote, so treat that string as probable rather than certain. The footnote marker itself is printed as a superscript 1 on "Fiscal Year 2002" in the caption (caption omitted as instructed). Arithmetic check (not applied to any cell, reported only as evidence of correct column alignment): the 22 RD size-class rows sum exactly to the printed "Total RD elections" row in every numeric column — 25,600 eligible to vote; 418 total elections; AFL-CIO 121; other national 7; other local 2; no representative 288 — and 121 + 7 + 2 + 288 = 418. Two printed values look odd but are transcribed as printed and are consistent with the totals: "500 to 799" shows 5,876 eligible to vote across a single election, and "2,000 to 2,999" shows 5,627 across two elections; both are required for the eligible-to-vote column to reach 25,600, so they are the report's own figures rather than a reading error. Row "Over 9,999" and row "800 and Over" each print 0 in the eligible-to-vote and total-elections columns; these are printed zeros, not blanks.
