Per the instruction that a dash-rule cell is empty, every "--" has been transcribed as "" while every printed "0" is kept as "0". The distinction is visually clear in the image, so the empty cells in this grid are exactly the "--" cells. The heading in column 7 is printed hyphenated across lines ("Elec- tions in which no rep- resenta- tive chosen") and in column 13 ("In elections where no representa- tive chosen"); both have been rejoined.
