This is supported by the arithmetic: 8 + 2583 + 0 + 471 + 0 = 3062, and 2538 + 46 + 421 + 57 = 3062.\n\nIn the three UD cases rows, the Expedited elections under 8(b)(7)(C) column prints a double-dash placeholder (\"--\") rather than a figure; per the dash-rule convention these are given as empty cells.
