This crop is the continuation page of Table 21 (caption carries "—Continued"), so the body begins mid-table: the first row, "Other", is a group line that carries totals, and the seven rows beneath it are its indented sub-items (indentation is not represented in the grid). Layout: 16 columns = stub + five court groups of three columns each. In each group the "Number decided" column has no separate third-level heading and its cell runs from the group heading down to the body, so I repeated "Number decided" in both the third and fourth heading levels; "Court Determination" spans the group's remaining two columns. Hyphenated stacked headings were rejoined ("Num-ber decid-ed" → "Number decided", "Uphold-ing Board posi-tion" → "Upholding Board position", "Con-trary to Board posi-tion" → "Contrary to Board position"). The "Total – all courts" heading is printed with a spaced dash, transcribed as an en dash.
