Footnote 2 is called out in the column heading "Total formal actions taken^2", but its text is not present on this crop — only footnote 1 is printed at the foot of the page, so footnote 2 is either cut off below the crop or printed elsewhere. Column-assignment check (not a correction, nothing was altered): in every one of the 42 body rows the "Total formal actions taken" figure equals RC + RM + RD exactly, with the UD figure excluded. E.g. "Hearings completed, total" 735 = 664+4+67 (UD 4 not included); "Decisions on Objections and/or Challenges, total" 488 = 439+2+47 (UD 14 not included); "Denied" 191 = 159+13+19 (UD 1 not included). This pattern is perfectly consistent across the table, so it reflects the source's definition of that column (presumably what footnote 2 explains) rather than a transcription error, and it confirms that each value sits under the column shown. Row "Transferred by Regional Directors for initial decision": the label runs the full width of the stub and is followed by a single dot. I read that dot as the first leader dot and dropped it; it could instead be a sentence period. Apostrophes in labels such as "Regional Directors' decisions" are set with a mix of straight and typographic marks in the scan; I normalized all of them to the straight apostrophe. Row ordering and indentation are as printed; indentation levels are not represented in the grid.

The footnote definitions must appear elsewhere in the source. All cells are legible; the double vertical rule between the RD and UD columns is a typographic divider only and does not indicate an extra column.
