The table is an outline/stair-step list in which the figure for each successive indent level is set further to the left than the level above it. Two distinct number positions are printed here, so I used three columns: the stub, the column holding 538, and the right-hand column holding 1051 and 748. The right edges of 1051 and 748 align with each other and sit clearly to the right of 538, so the column split is based on printed position, not on inference about the row hierarchy. "1051" is printed without a digit-grouping comma; 1051 and 748 are set in bold and underlined (formatting not carried into the cells). The final line, "Initial (includes those based on", is cut off by the bottom edge of the crop: the remainder of its wrapped label and its figure are not visible, and that figure would fall in a column further left than 538's, which cannot be established from this image, so its value cells are left empty. That line also begins flush with the left edge of the image rather than at the deeper indent its outline level implies, which appears to be a page-layout or crop artifact. The table clearly continues below this crop.
