Many body cells print a short dash rule ("--") meaning not applicable; per instructions these are transcribed as empty cells. They occur throughout the indented "Rerun required" / "Runoff required" lines, which carry figures only in each panel's "Resulting in a rerun or runoff" column. The "Board–directed" and "Expedited–Sec. 8(b)(7)(C)" sub-lines differ in how far the dash rules extend: under "Board–directed" only the All R rerun column shows 0 (the RC, RM and RD rerun columns are dash rules), while under "Expedited–Sec. 8(b)(7)(C)" the All R and RM rerun columns show 0 and the RC and RD rerun columns are dash rules. The dashes in "Regional Director–directed", "Board–directed" and "Expedited–Sec. 8(b)(7)(C)" are reproduced as printed (they render as en dashes in this scan). The scan shows a double space after "Sec." in the last label; normalized to a single space. All printed totals cross-check: panel columns sum across to the All R panel, and the type-of-election rows sum down to "All representation elections"; rerun plus runoff lines also match the "Resulting in a rerun or runoff" totals.
