Arithmetic check: the AC column's printed "Total, all" of 15 does not equal the sum of its three components (8 + 4 + 1 = 13). The digits of "15" are clearly legible, and each component is internally consistent with its own subordinate lines (8 = 6 + 2, 4 = 2 + 2, 1 = 1 + 0), so this appears to be a misprint in the source; it is transcribed as printed. The UC column is internally consistent (18 + 59 + 160 = 237). Row labels repeat at the indented levels ("Before hearing", "After hearing", "By Regional Director's decision", "By Board decision") under each of the three disposition sections; the printed indentation marking that hierarchy is not preserved in the grid. The footnote marker 1 appears on the caption line ("Fiscal Year 2000"), which is excluded from the transcription per instructions; the footnote text itself is retained.
