0 of 12 figures sit in a row or column sum that works out.
p. 36. The crop shows only a fragment of the table: two columns (stub plus one money column) and five body rows, with no column headings printed on this image and no total row — the table evidently continues on the following page, so later object-class lines and any total are cut off by the crop. All five cells are clearly legible; only the first value carries the dollar sign, as printed. Below the table the crop includes a horizontal rule and two page footnotes belonging to the surrounding narrative text, not to the table (no ^32 or ^33 markers appear in the table): "32 195 NLRB 1 (1972)." and "33 331 NLRB No. 193, slip op. at 3."; they are therefore left out of the footnotes list.
p. 37. The crop is the tail of a table continued from the previous page: no column headings are printed on this image, so header_rows is empty. The table has two printed columns (row label and amount). The total row is set off from the preceding item rows by a blank line and its label begins at the left margin (the item labels are indented); it is transcribed as the last body row. The superscript 34 on "Total obligations and expenditures" is a footnote marker, recorded behind a caret. The remainder of the page below the total is blank apart from the footnote rule and footnote 34. The running head ("Operations in Fiscal Year 2000") and page number (29) were omitted as instructed. All figures are clearly legible; no doubtful cells.
