Board decisions issued

p. 24. The crop is a full printed page (running head "16 Sixty-Fifth Annual Report of the National Labor Relations Board"), not a ruled statistical table. The only gridded data object on it is the boxed figure "Chart 11 — Contested Board Decisions Issued", a horizontal bar chart; the values transcribed above are the data labels printed at the end of each bar, which are crisp and unambiguous. Column headings are not printed over columns: they are taken from the chart's own printed text — the y-axis title "Fiscal Year" for the stub and the legend "C Cases / R, UD, AC, and UC Cases / Total" for the three value columns. Within each fiscal-year group the three bars run, top to bottom, white (Total), gray (R, UD, AC, and UC Cases), black (C Cases); the shading matches the legend keys, and for every year the C-case and R/UD/AC/UC values sum exactly to the printed Total, which corroborates the series-to-column assignment. The x-axis title "Decisions" and the axis scale labels (0, 200, ... 1,200) are chart furniture and are not transcribed. Also on the page, below the chart, are the section heads "4. Decisions Issued" and "a. The Board", a paragraph of narrative text, and an indented leader-dot breakdown list that is a separate object from the chart and is therefore not merged into the grid above. For the record it reads: "Total Board decisions 957"; "Contested decisions 657"; "Unfair labor practice decisions 405"; "Initial (includes those based on stipulated record) 362" (the 957 and 657 figures are printed bold and underlined). That list is cut off by the end of the page and evidently continues on the following page.

p. 25. This crop continues a table (an indented tabulation of Board decisions) from the preceding page/column: no column headings are printed on this image, so header_rows is empty. The grid has four columns: the stub plus three unruled value columns at increasing distance from the stub, set by indentation level — an inner column for the deepest-indented detail lines (Supplemental, Backpay, Determinations..., the three "After ..."/"On objections" lines, Clarification/Amendment/Union-deauthorization, Unfair labor practice/Representation/Other), a middle column for the section lines "Representation decisions" (236) and "Other decisions" (16), and an outermost column for "Noncontested decisions" (300). The topmost pixels of the crop show the bottom edge of a cut-off line above "Supplemental", which is not transcribed; likewise the running body text at the foot of the image ("...majority (69 percent) of Board decisions resulted from cases") is narrative, not part of the table. The value 300 is printed in bold and underlined in the original; the emphasis is not reproduced in the cell. Leader dots are typeset with irregular spacing in places (e.g. after "Backpay" and "Representation decisions") but carry no meaning and have been dropped. All digits were legible; none are doubtful.
