Reader’s notes

p. 168. Column count is 12 (stub + 11). The stub column has no printed heading, so the stub cells of both heading levels are empty. The page prints the table in two stacked blocks, each with its own copy of the column headings, separated by a blank band: an upper block holding only the "Under Sec. 10(e) total" row, and a lower block holding the 10(j) and 10(l) sections. The columns are identical in both blocks, so the rows are given here as one continuous body with the headings supplied once. The headings in `header_rows` are those printed over the upper (10(e)) block, which read "appellate court"; the lower block's headings are word-for-word the same except that its three court columns read "Pending in district court Oct. 1, 1998", "Filed in district court fiscal year 1999" and "Pending in district court Sept. 30, 1999". Those district-court headings govern every row from "Under Sec. 10(j) total" downward. Two printed arithmetic inconsistencies, transcribed as printed: (1) in "Under Sec. 10(e) total" the disposition cells Granted 0, Denied 1, Settled 2 sum to 3 while Total dispositions is 2 (the Settled cell was read as 2 on two separate passes); (2) in the 10(l) section the "Pending in district court Sept. 30, 1999" column sums to 2 over the six detail rows while "Under Sec. 10(l) total" prints 3 — the row "8(b)(4)(B) 8(b)(7)(C" shows 1 proceeding and 0 dispositions yet 0 pending at Sept. 30. Every other column in both the 10(j) and 10(l) sections sums exactly to its total row. Three detail labels are printed with unbalanced parentheses and are transcribed exactly as set: "8(b)(4)(B 8(b)(4(A)", "8(b)(4)(D 8(b)(4)(B)" and "8(b)(4)(B) 8(b)(7)(C". Detail rows are indented under their respective "Under Sec. ... total" rows in the original; the indentation is not reproduced in the labels. The last row, "8(b)(7)(A)", sits at the very bottom edge of the crop and no closing rule or footnote area is visible, but the detail rows of the 10(l) section already sum to its printed total of 12 proceedings, so no body rows appear to be cut off.
