Reader’s notes
p. 139. 15 columns: stub plus 5 under "Number of polls", 5 under "Employees involved (number eligible to vote)", and 4 under "Valid votes cast". The header has four printed levels; tall single headings ("Total" in the Number-of-polls block, "Total eligible", "Total" and "Percent of total eligible" in the Valid-votes-cast block, and the "Number"/"Percent of total eligible" pair under "Cast for deauthorization") are repeated down the levels they span, as is the stub heading. Footnote marker 1 is printed on the heading "Employees involved (number eligible to vote)" and also on the caption ("Fiscal Year 1999"), but no footnote text is printed within this crop, so `footnotes` is empty; the footnote 1 text is presumably below the cropped area. Suspected misprint in the source: for "Other national unions", "Valid votes cast / Total" is 61 while "Valid votes cast / Cast for deauthorization / Number" is 77, i.e. the votes cast for deauthorization exceed the total valid votes cast. Both figures are consistent with their own percent-of-total-eligible cells (61/412 = 14.8, 77/412 = 18.7) and with the Total row column sums (2,451+61+91 = 2,603 and 1,402+77+68 = 1,547), so both are transcribed as printed. All other column sums and percentages in the table are internally consistent. Row labels are followed by leader dots in the original; these have been dropped. The "Total" row label is centered/indented in the stub but is transcribed as printed.
