p. 138. Nine columns: the stub plus four two-column groups (Number / Percent by type). The stub column has no printed heading, so cell 0 of both header levels is empty. The group heading "Total rerun elections" carries a raised 2 footnote marker. Cells printed as a dash rule ("----") are transcribed as "". The table has footnote markers (a raised 1 on the caption's "Fiscal Year 1999", a raised 2 on "Total rerun elections"), but the footnote text itself falls below the crop: only the top of a superscript "1" is visible at the bottom-left edge, with no readable text, so `footnotes` is empty and the footnote block is missing from this image.
