p. 23. This is a narrative indented breakdown rather than a ruled table: there are no column rules and no printed column headings, so header_rows is empty. The values sit at three distinct horizontal positions, which I have rendered as three value columns: the leftmost holds 373 and 26, the middle holds 423, and the rightmost holds 1059 and 703 (these two are right-aligned at the same margin and are printed in bold with an underscore rule beneath each). The lead-in sentence "A breakdown of Board decisions follows:" appears at the very top of the crop, with the tops of its letters clipped; I treated it as caption/lead-in text and excluded it from the rows. The row "Initial (includes those based on stipulated record)" is typeset oddly: its first line, "Initial (includes those based on", begins at the far-left margin while the continuation "stipulated record)" is indented over at the value-column level; I joined them as one row label. The crop appears to be cut off at the bottom: 373 + 26 = 399 does not reach the 423 shown for unfair labor practice decisions, and the usual continuation (further unfair labor practice lines and the representation-case lines) is not on this image. "1059" is printed without a digit-grouping comma, as transcribed.

p. 24. The crop continues a tabulation from the preceding page, so no column headings are printed; header_rows is therefore empty. The table has no ruled columns: the two numeric columns were separated by horizontal position. Column 1 holds the indented sub-item figures, whose digits end at a consistent inner position right after the leader dots (14, 10, 2, 79, 186, 11, 0, 2, 157, 196, 3); column 2 holds the three flush-left category lines' totals, which are set noticeably further right (267, 13, 356). The first two rows (Backpay; Determinations in jurisdictional disputes) are sub-items of a category whose heading falls above this crop. "356" on the Noncontested decisions line is printed in bold and underlined in the original; only the digits are transcribed. Three row labels wrap onto two printed lines and were joined: "Determinations in jurisdictional disputes", "After transfer by Regional Directors for initial decision", "After review of Regional Director decisions". A partial line of running body text ("majority (66 percent) of Board decisions resulted from cases...") appears at the very bottom edge of the crop; it is narrative prose below the tabulation and was excluded. No footnotes appear in the crop.
