Reader’s notes

p. 198. The crop prints no column headings at all: the caption is followed directly by the top rule and the first body row, so header_rows is empty. The table is a single outlined box with one interior vertical rule, giving two columns: the stub (outline label) and one unheaded value column at the right. The roman numerals I-IV and the letters A/B/C are hanging indents inside the stub, not a separate ruled column, so they are kept at the front of each label. This scan drops small isolated dots: the dots over most lowercase "i"s are missing (the image shows "Applicatıons", "Decısıons ın", "cırcuıt", "dıstrıct"), and periods are likewise absent. Consequently the money cells are printed as "$95,286 24", "$0 00", "$55,000 00", "$96,385 62" and "$16,000 00", with a gap where the decimal point belongs. Because these are dollars-and-cents amounts and the dot loss is demonstrably a scan artifact, I have transcribed them with the decimal point restored ($95,286.24, $0.00, $55,000.00, $96,385.62, $16,000.00); a strictly literal reading would show a space instead. For the same reason the statutory citations show as "5 U S C" rather than "5 U.S.C.", and the outline markers show as "I", "A", "B", "C" rather than "I.", "A.", etc.; in the labels I left these as printed rather than inserting periods I cannot see. The three value cells read as "1" (section II line A, section III line B, section IV line A) are printed in a serif face whose "1" has no base serif, so it resembles a lowercase "l"; context (counts of awards) and the matching glyph elsewhere support 1. A small isolated speck sits in the blank area to the right of the label "B Awards denying fees" under section II; it is scanner dirt, not a value or a footnote marker, and is not transcribed. There are no footnotes printed under the table, and no part of the table appears cut off by the crop.
