p. 197. Six printed columns: stub, Total, then four petitioner columns. The spanner rules show "Number of cases" and "Identification of petitioner" running only over the four petitioner columns (Employer, Union, Courts, State board); the Total column is a tall single heading boxed off to their left, so "Total" is repeated down all three heading levels and the two spanners are not placed over it. The stub has no printed heading. The scan renders the digit 1 with a serifed, almost "l"-like glyph in both the row labels and the data cells; all such characters were read as the digit 1 (e.g. "Received fiscal 1998" = 1 in Total and Employer). Small stray ink specks appear in the blank stub area beside "Pending October 1, 1997" and "Closed fiscal 1998"; they are scanning artifacts, not characters. The table caption carried footnote marker 1, which is excluded with the caption per instructions; the footnote text is printed without a closing period.
