Reader’s notes
p. 193. 23 columns: stub, two "Total" columns, then five outcome groups (Affirmed in full; Modified; Remanded in full; Affirmed in part and remanded in part; Set aside), each with Number/Percent for FY 1998 and for cumulative FY 1993-1997. Decimal points: this is a degraded 1-bit scan in which the period in the percentage figures prints very faintly, so the percent cells read on the page as e.g. "65 3", "100 0", "0 0". They are one-decimal percentages and I have transcribed them with the decimal point restored (65.3, 100.0, 0.0). The same faint-period problem affects the row label in row 9, printed as "St Louıs, MO"; I have transcribed it as "St. Louis, MO". Integer columns are well corroborated: every one of the 11 count columns sums over the 12 circuit rows exactly to the "Total all circuits" figure (144, 754, 94, 515, 18, 73, 8, 43, 8, 30, 16, 93), so the counts and their column placement should be reliable. Percent cells whose last digit does not reconcile with the footnote's horizontal computation, i.e. the digit I read is doubtful or the print is in error (transcribed as read, not corrected): - "Total all circuits", Set aside / Fiscal Year 1998 / Percent: read 11.0; 16/144 = 11.1. - "1 Boston, MA", Modified / Cumulative 1993-1997 / Percent: read 7.0; 2/29 = 6.9. - "3 Philadelphia, PA", Modified / Cumulative 1993-1997 / Percent: read 1.5; 1/71 = 1.4. - "7 Chicago, IL", Modified / Cumulative 1993-1997 / Percent: read 11.8; 7/59 = 11.9. - "11 Atlanta, GA", Affirmed in full / Fiscal Year 1998 / Percent: read 66.6; 4/6 = 66.7. - "4 Richmond, VA", Affirmed in part and remanded in part / Fiscal Year 1998 / Percent: read 7.2; 1/14 = 7.1. All other percent cells reconcile with the printed counts. The final body row ("Washington, DC") carries no circuit number in the stub, as printed. The caption's footnote marker 1 sits on the caption, which is excluded per instructions.
