The caption carries a raised footnote marker ("Fiscal Year 1998^1") but no footnote text is visible in this crop, so `footnotes` is empty. All cells printed as a dash rule ("----") are transcribed as "". In section A, row "AFL-CIO v AFL-CIO v Local", column "Other local unions" under "Valid votes cast in elections lost", the printed value is a 0 followed by a small stray ink mark (a comma- or apostrophe-like speck); I read it as 0 with no attached footnote marker. Several small speckles elsewhere (e.g. a dot left of "733" in row "AFL-CIO v Local") are scan noise, not characters. The table body opens mid-section: the rows shown at the top belong to section B (RC cases), whose earlier rows — including the first lines of the "2-union elections" group — are on the preceding page, and the crop ends after the "1-union elections" subtotal of section D (Elections in RD cases), so the rest of section D is cut off. No footnote text is printed on this crop; the superscript 1 marker appears only in the caption, which is excluded. Column assignment: 12 columns — stub, "Total valid votes cast", then five "elections won" columns (Total, AFL-CIO unions, Other national unions, Other local unions, Total votes for no union) and the same five for "elections lost". Doubtful cells: in the section C row "3 (or more) union elections", the two cells under elections-lost "Other national unions" and "Other local unions" are faint — one shows a dash rule and the other appears blank; neither holds a digit, so both are transcribed as "". Column headings are printed on this page and are transcribed in full; 12 columns in all (stub + 11). Dash rules ("----") in the body are transcribed as empty cells, as instructed; printed zeros are kept as 0. Two stray ink marks, read as scanning specks and not transcribed: a small dot immediately left of "220" in row "AFL-CIO v AFL-CIO", column "Valid votes cast in elections won / Votes for unions / Total" (printed as "· 220"), and a small dot immediately right of "16" in the same row's last column, "Valid votes cast in elections lost / Total votes for no union" (printed as "16 ."). Neither appears to be a footnote marker or a decimal point. The separator in the first three row labels is a lowercase "v" (versus) with no visible period in this scan. All column sums in the "2-union elections" subtotal row agree with the three detail rows above it, which corroborates the column assignment of every detail value.
