The stub heading box is blank on this crop (only stray specks of dirt), so cell 0 of both heading levels is empty. Decimal points: this is a coarse 1-bit scan and the period in every one-place percentage is dropped, so the page literally shows "100 0", "43 3", "52 8", etc. I have transcribed them as decimals ("100.0", "43.3", ...); the digits themselves are clear and every panel's percentages sum to 100.0, which confirms the decimal placement. Percent cells printed as a dash rule ("----") — the Percent-by-type cells for all the zero-count and no-count entries (RM cases under By employer and By both parties; RD cases under By both parties; Consent, Expedited and Board-directed elections in all four percent columns) — are rendered as "". Arithmetic as printed is internally consistent (110+134+10=254; 239+2+13=254; 213+41=254). One minor rounding oddity, transcribed as printed: Stipulated elections, By both parties, Percent by type reads 3.7 whereas 8/213 = 3.76 would round to 3.8; the printed value makes that panel's percentages total exactly 100.0. Footnote marker 1 belongs to the table caption, which is outside this crop; marker 2 is attached to the "By both parties" column heading.
