The superscript 1 marker appears only on the All R panel's "Resulting in certification" heading; the same heading in the RC, RM and RD panels carries no marker. Suspected misprint: in the "Rerun required" line under "Regional Director-directed", the RM elections "Resulting in a rerun or runoff" cell is printed as 20. It is transcribed as printed, but it is almost certainly meant to be 0: the "Regional Director-directed" line itself shows 0 in that RM column, and the "All types / Rerun required" RM figure of 1 equals 0+1+0+0+0 across the five section lines only if this cell is 0 (the printed 20 would make the column sum 21). The adjacent RC cell in the same row is also 20, so the figure looks duplicated from the panel to its left. Every other column and section in the table cross-foots exactly. The dash rules ("----") that fill the inapplicable cells on the Rerun/Runoff lines are rendered as empty strings per the instructions. Scan artifacts, not characters: stray specks sit before the "1" and before the "16" on the "Consent elections" line (All R panel), before the "0" on the "Board-directed" line (RC "Resulting in a rerun or runoff"), to the left of the "Rerun required" and "Runoff required" labels in the Consent block, and in the RM "Total elections" cell of the "Stipulated elections / Rerun required" line. The underlying values are as transcribed. Row labels "Rerun required" and "Runoff required" repeat under each section; the repetition is in the original. Hyphens in "Regional Director-directed", "Board-directed" and "Expedited-Sec 8(b)(7)(C)" print as short dashes in the scan and are transcribed as hyphens.
