The caption carries a raised footnote marker 1, but no footnote text is printed within the crop, so `footnotes` is empty — the note text presumably sits elsewhere on the page and was cut off. Scan quality makes the digit 1 render like a lowercase l in several cells (e.g. Total, all/AC = 12 and /UC = 281; Dismissed Before hearing/AC = 1; Withdrawn/UC = 181, 171, 10); all were read as the digit 1 based on context and the fact that the column sums check out. All totals are internally consistent as printed: AC 3+2+7=12 and UC 29+71+181=281, and each section's Before/After hearing components sum to its section line. Scattered stray specks/dots appear in the blank area of the stub column (right of the row labels); they are scan artifacts, not leader dots or values.
