p. 162. Grid is 11 columns: stub plus five two-column panels (All R, RC, RM, RD, UD), each with "Number of cases" and "Percent of cases closed". Decimal points: in this 1-bit scan the period in the percent columns has dropped out almost everywhere, so the cells read as e.g. "100 0", "23 0", "19 7", "38 4". I have restored the decimal point ("100.0", "23.0", "19.7", "38.4") because the percent columns are plainly one-decimal figures; no digits were altered. For the same reason the single-character percent cells, which print as a bare "7", "8", "2" or "0", are transcribed as ".7", ".8", ".2", ".0" — the leading decimal point is not legible in the scan but the digit sits in the tenths position. A reader who wants the strictly literal glyphs should read those cells as the digit alone. The digits themselves are internally consistent: each panel's five stage rows sum exactly to its printed total (5,915 / 4,917 / 165 / 833 / 92), and every percent matches its count-to-total ratio, so I am confident in the column assignments. Heading wording: the RD panel's percent heading is printed "Per-cent of / cases / closed", with a hyphen in mid-line rather than at a line break; it is transcribed as printed. The other four panels print "Percent of cases closed". Stray marks, none of them data: a small dot sits above the rule at the right end of the stub heading cell, another below the stub in the last body row, and a faint dot appears just left of the "0" in the RM "Number of cases" cell of the "After issuance of Board decision" row (that cell's value is 0). Two row labels carry marks that are scan noise rather than footnote markers: a dot above "hearing" in "After issuance of notice, before close of hearing". The caption's superscript 1 belongs to the title and is excluded per instructions; its footnote text is reported in footnotes.
