The crop cuts the table off after the row "Contested"; the body of Table 7 clearly continues on the following page (no "Court decision"/"Withdrawn"/"Dismissed" sections and no footnote block appear on this image), so `footnotes` is empty. The caption (excluded per instructions) carries a raised footnote marker 1 whose text is not printed in the crop. Decimal points: this scan is low-quality and the periods in the one-decimal percentages are almost entirely lost, so the image literally shows "100 0", "32 9", "0 4", etc. I have restored the decimal point in every percent cell (e.g. "100.0", "32.9", "0.4") because the column is uniformly one-decimal percentages; one cell, "Informal settlement" / CB cases / Percent of total closed, is printed with a visible comma rather than a period ("16,4") and I transcribed it as "16.4". Doubtful cell: row "Before issuance of complaint", column CD cases / Number, is printed as "(2)" — parentheses around a 2 — with a dash rule in the adjoining percent column. Transcribed as printed. It is internally inconsistent: CD "Informal settlement" is 5 and CD "After issuance of complaint, before opening of hearing" is 5, so this cell should arithmetically be 0 (every other case-type column shows a plain number here). It may be a misprint, or a stray-mark artifact over a printed 0; I did not correct it. Minor stray ink precedes "665" in the "Compliance with" / All C cases / Number cell and follows the labels "Compliance with" and "Contested"; treated as scan speckle, not as footnote markers. Dash rules ("----") used for not-applicable percents are rendered as empty cells throughout, per instructions.

Crop is a continuation page ("-Continued"); it begins mid-table with two rows of a preceding section (Circuit court of appeals decree, Supreme Court action) whose section label is on the previous page, and no footnotes are printed beneath it. 18 columns: stub, All C cases (Number / Percent of total closed / Percent of total method), then Number + Percent of total closed for CA, CB, CC, CD, CE, CG, CP. Decimal points: the 1-bit scan has dropped nearly every decimal point in the percent columns, which print as e.g. "0 9", "42 6", "100 0". These are one-decimal percentages, so I have restored the point ("0.9", "42.6", "100.0"). No digits were altered. Em-dash/dash-rule cells ("----") in the percent columns (and in the All C "Percent of total closed" column for the two zero rows) are rendered as "" per instructions; they are printed as dash rules, not blanks. "(2)": in both "Before issuance of complaint" rows the CD cases Number cell prints "(2)" in parentheses rather than a digit; the corresponding CD total rows (Withdrawal, Dismissal) print "0". This is transcribed as printed; it appears to be a reference to a footnote 2 carried on an earlier page, which is not visible in this crop. Arithmetic check (transcribed as printed, not corrected): the Dismissal components sum to less than the Dismissal total — All C 10,181+128+21+4+55 = 10,389 vs. 10,404 printed; CA 6,447+91+19+3+48 = 6,608 vs. 6,620; CB 3,585+17+2+1+7 = 3,612 vs. 3,615. CC (115) and the Withdrawal block (10,871 = 10,107+713+51+0+0) do reconcile, and "By Board decision" equals its two sub-lines in every column, so the shortfall is consistent across columns and likely reflects a component line not printed here rather than a misread digit. Low-confidence individual cells, all small and re-checked against column rules: CA "After hearing opened..." under Withdrawal reads "0 1" (0.1) where "0 2" would be expected from the All C column; CP "Dismissal" percent 30.0 vs. components 24.2+5.7 = 29.9 (rounding).

p. 159. This is a continuation page: the table body begins mid-list (the caption reads "-Continued") and carries no total rows; the rows above "By circuit court of appeals decree" are on the preceding page. The scan has lost nearly every period on the page (sentence periods in the footnotes are missing too), so the decimal points in the percent columns print as blank gaps (e.g. "0 0", "97 2"); I have transcribed them as decimals (0.0, 0.1, 0.5, 0.6, 0.7, 97.2), which is what the typesetting intends. Percent cells printed as a dash rule ("----") are given as "". The last row label's closing parenthesis is not legible after "business" at the end of the third wrapped line - I transcribed the label without it; the opening parenthesis after "Otherwise" is clear, so a closing ")" is probably present but faded or absent in the print. The hyphen in "achieved-firm" may be an em dash in the original. The marker for footnote 2 does not appear on any row or heading in this crop; it presumably attaches to a row on the earlier page of the table, but the footnote itself is printed under this page so it is included. Footnote 1's marker is on the caption, which is excluded per instructions.
