The caption carries footnote marker 1, which is excluded with the caption per instructions; the only footnote marker inside the grid area is therefore none. Arithmetic observations (transcribed as printed, nothing corrected): in most rows the AC and UC cells sum to the "Cases" cell (56=3+51; 54=3+51; 49=3+46; 5=0+5; 0=0+0; 5=0+5; 3+0=3 etc.), but three rows do not: "Requests for review received" 43 vs 3+37=40; "Board action on requests ruled upon, total" 30 vs 1+27=28; "Denied" 25 vs 1+22=23. The within-column sums are internally consistent (Granted 4 + Denied 25 + Remanded 1 = 30; AC 0+1+0 = 1; UC 4+22+1 = 27), so the discrepancy sits in the AC/UC split of those three rows as printed, not in a misread subtotal. Scan quality: the typeface renders the digit 1 with a serifed form that can look like a lowercase "l" (e.g. the AC cell of "Denied", the "Remanded" row, "Withdrawn after request granted, before Board review", "Modified", "Reversed"); all were read as 1. A small stray ink mark sits in the blank area to the right of the "Granted" label and another just above "Affirmed"; both are scan artifacts, not characters, and are not transcribed. The possessive apostrophes in "Regional Directors' decisions" are printed as right single quotes.
