Grid is 14 columns: stub, "Cases in which formal actions taken", then 12 columns under the spanner "Formal actions taken by type of case" (Total; CA; CB; CC; CD split into Jurisdictional disputes and Unfair labor practices; CE; CG; CP; CA combined with CB; C combined with representation cases; Other C combinations). Dash rules ("----") are transcribed as empty cells: the whole type-of-case band on the "10(k) notices of hearings issued" row; the CD/Jurisdictional-disputes cell on "Complaints issued", "Backpay specifications issued", "Backpay hearings" and "Other hearings". Doubtful cells. "Complaints issued", CD/Unfair labor practices: the glyph is a single 4 followed by a stray ink mark; read as 4 (that value is also the only one that makes the row reach the printed 2,775). Same row, CC column: a stray speck sits just left of 29; the value is 29. "Backpay specifications issued": stray specks precede the CG zero and the Other-C-combinations zero; both are 0. Printed arithmetic that does not reconcile, left uncorrected: (a) "Decisions by administrative law judges, total" shows 43 in "Other C combinations" while its three detail rows give 4+0+0, and the total row's own cells sum to 538 only if that cell is 4 — this is the single least certain number on the page, though the printed glyph does read as two digits; (b) the same block's CB detail rows sum to 32 against a printed total of 31, and its CP detail rows sum to 0 against a printed total of 1; (c) "Decisions and orders by the Board, total" prints 0 under CE although the contested "Initial ULP decisions" row shows 3, and the total row's type-of-case cells sum to 622 against the printed 625. The caption ("Table 3A.-Formal Actions Taken in Unfair Labor Practice Cases, Fiscal Year 1998", carrying footnote marker 1) is omitted per instructions; the footnote it points to is included. A blank vertical gap separates the "Backpay decisions" row of the adopting block from the "Contested" section line; no rows are hidden there. Nothing appears cut off by the crop.
