If the source is instead meant as a single value column with staggered numbers, all five values would collapse into one column. The table is set as a stepped list in which the horizontal position of each figure marks its level of aggregation; I read three numeric columns, right-aligned at roughly three different positions, plus the stub. Column 1 holds the innermost detail figures, column 2 holds the category subtotals (287, 7), and column 3 holds the outermost figure (419). The assignment is corroborated by the arithmetic as printed: 2+56+229=287, 5+0+2=7, and 199+216+4=419. The first two rows ("Backpay", "Determinations in jurisdictional disputes") are detail lines belonging to a category heading printed on the previous page, which is not visible in this crop. The crop also appears to end mid-table: the rightmost column's figure 419 is set in bold and underscored, which in this table style usually means a grand total line follows below the visible area. No footnotes appear on this crop. The leader dots before "12" in the "Backpay" row are broken/smudged in the scan, but the figure 12 itself is clear.
